Information for the 2008 Olympic and Paralympic Equestrian Events

Checklist for Participating Team Members

1.

Before Pre-Export Quarantine

1.1. Ensure the Pre-Export Quarantine stable has been approved by the Hong Kong Agriculture, Fisheries and Conservation Department.
   
1.2. Apply Special Permit for the import of horses that participate in the 2008 Olympic and Paralympic Equestrian Events to Hong Kong from the Hong Kong Agriculture, Fisheries and Conservation Department. (The official shipping agent of 2008 Olympic and Paralympic Equestrian Events is able to make arrangement for all participating teams.)
   
1.3. Apply Plant Import Licence for the import of horse feed or bedding material of plant origin to Hong Kong from the Hong Kong Agriculture, Fisheries and Conservation Department if the horse feed or bedding material contains plant parts, such as hay. (The official shipping agent of 2008 Olympic and Paralympic Equestrian Events is able to make arrangement for all participating teams.) Plant Import Licence is not required for grains and seeds for animal consumption, or for plants coming from China.
   
1.4. Apply Phytosanitary Certificate from the plant protection authority of exporting country if the horse feed or bedding material contains plant parts, such as hay. Phytosanitary Certificate is not required for grains and seeds for animal consumption, or for plants coming from China.
   
1.5. Veterinarians of the equestrian teams apply to the Veterinary Surgeons Board of Hong Kong for permission to treat their authorized horses in the 2008 Olympic and Paralympic Equestrian Events in Hong Kong.
   
1.6.

Team veterinarians with practice permission issued by the Veterinary Surgeons Board of Hong Kong have to apply to the Hong Kong Department of Health through the Equestrian Company on import of veterinary drugs to Hong Kong for the treatment of their authorized equestrian event horses.

   
1.7. Apply Special Permit for the import of disability assistance dogs to Hong Kong, if necessary, from the Hong Kong Agriculture, Fisheries and Conservation Department.
   
2.

During Pre-Export Quarantine

2.1.

Take good care of the horses kept at the Pre-Export Quarantine (PEQ) stables.

 
a. Check and record body condition of each horse every day.
b. Check and record body temperature (rectal temperature) of each horse twice daily (morning and afternoon).
c. Inform the PEQ stable supervising Official Veterinarian or official shipping agent of 2008 Olympic and Paralympic Equestrian Events if any abnormality is noticed.
d. Health records of horses may be audited by the Hong Kong Agriculture, Fisheries and Conservation Department officials.
   
2.2.

Horses that participate in the Equestrian Events are required to stay at the PEQ stables for 7 days before departure for Hong Kong. The 7-day period commences after the last horse has entered the PEQ stable.

 
a. Horses are not allowed to leave the PEQ premises without permission of the PEQ supervising Official Veterinarian.
b. Horses are not permitted to have contact with horses that are not of identical health status during the PEQ.
c. After the commencement of PEQ, other horses that participate in the Equestrian Events may enter the PEQ premises and start another PEQ provided that they are at least 100 metres separated from the original group of horses and no contact between different groups of horses during PEQ. Approval from the Hong Kong Agriculture, Fisheries and Conservation Department is also required.
   
2.3.

Hygiene standards

 
a. Maintain good hygiene standard at the PEQ premises, including stables, exercise yards and paddocks.
b. Ensure good personal hygiene practices, including wash and disinfect hands before attending horses, wear clean outer clothing and footwear exclusively for the PEQ premises.
c. Use equipments that are solely for the PEQ stables.
   
2.4.

Additional obligation

 
a. Fill in the record of each entry to the PEQ stables.
b. Allow the PEQ stable supervising Official Veterinarian to conduct necessary test(s), including blood sample collection, on horses kept at the PEQ stables that show clinical signs of infectious diseases.
c. Request the PEQ stable supervising Official Veterinarian to examine the horses and complete the Horse Information Document for the Importation of 2008 Olympic/Paralympic Games Equestrian Event Horse into Hong Kong within 24 hours of departure for Hong Kong.
d. Inform the Hong Kong Agriculture, Fisheries and Conservation Department at least 2 days in advance of the flight schedule.
e. Contact the Hong Kong Agriculture, Fisheries and Conservation Department if Plant Import Licence indicates inspection of horse feed and bedding material is required.
   
2.5. Make sure all relevant documents are with the permittee/exporter/shipping agent/ groom before departure, including the Horse Information Document for the Importation of 2008 Olympic/Paralympic Games Equestrian Event Horse into Hong Kong, Special Permit, Plant Import Licence and/or Phytosanitary Certificate.
   
3.

During traveling

3.1.

Conditions of horses

 
a. Check the horses are in good health and welfare condition.
b. Inform the Hong Kong Agriculture, Fisheries and Conservation Department immediately if any abnormality is noticed.
   
3.2.

Documents

  The permittee/exporter/shipping agent/groom carries all relevant documents, including Horse Information Document for the Importation of 2008 Olympic/Paralympic Games Equestrian Event Horse into Hong Kong, Special Permit, Plant Import Licence and/or Phytosanitary Certificate.
   
4.

Upon arrival at the Hong Kong International Airport

4.1.

Horses off loading

 
a. Assist the quarantine officers of Hong Kong Agriculture, Fisheries and Conservation Department to off load horses from aircraft to the horse floats.
b. Submit relevant documents, including the Horse Information Document for the Importation of 2008 Olympic/Paralympic Games Equestrian Event Horse into Hong Kong and Special Permit to the quarantine officers of Hong Kong Agriculture, Fisheries and Conservation Department.
   
4.2.

Horse feed and bedding material off loading

  Submit the Plant Import Licence and Phytosanitary Certificate to the quarantine officers of Hong Kong Agriculture, Fisheries and Conservation Department.
   
5.

Transport to Post-Arrival Isolation premises

5.1. Check the horses are safe and comfortable.
   
5.2. Ensure no leakage of horse feed and bedding material from transport vehicles.
   
6.

During Post-Arrival Isolation

6.1.

Settling down of horses

 
a. Lead horses to individual designated stables.
b. Check conditions of horses and inform the Hong Kong Agriculture, Fisheries and Conservation Department immediately if any abnormality is noticed.
   
6.2.

Horse feed and bedding

 
a. Proper storage of horse feed and bedding material.
b. Label with user's contact information on the packaging.
c. Ensure that the horse feed and bedding material that require inspection are not distributed or used before inspection.
   
6.3.

Inspection

 
a. Assist the quarantine officers of Hong Kong Agriculture, Fisheries and Conservation Department to conduct inspection of horses.
b. Assist the quarantine officers of Hong Kong Agriculture, Fisheries and Conservation Department to check relevant documents, including the Horse Information Document for the Importation of 2008 Olympic/Paralympic Games Equestrian Event Horse into Hong Kong and Special Permit.
c. Assist the event/team veterinarians and quarantine officers of Hong Kong Agriculture, Fisheries and Conservation Department to collect two 10 ml blood samples from each horse within 24 hours of arrival. (This measure is to provide evidence of the health status of horses upon arrival to Hong Kong. The blood test results may also facilitate re-export of horses back to their countries of residence when required.)
d. Assist the quarantine officers of Hong Kong Agriculture, Fisheries and Conservation Department to inspect horse feed and bedding material.
   
6.4.

Take good care of the horses kept at the Post-Arrival Isolation (PAI) stables.

 
a. Check and record body condition of each horse every day.
b. Check and record body temperature (rectal temperature) of each horse twice daily (morning and afternoon).
c. Inform the Hong Kong Agriculture, Fisheries and Conservation Department immediately if any abnormality is noticed.
d. Health records of horses may be audited by the quarantine officers of Hong Kong Agriculture, Fisheries and Conservation Department.
   
6.5.

All horses are required to undergo PAI for 10 days. The 10-day PAI commences after the last horse has entered the PAI stable compound.

 
a. Horses that undergo PAI are not allowed to leave the PAI premises without permission of Hong Kong Agriculture, Fisheries and Conservation Department.
b. Horses that undergo PAI are not permitted to have contact with horses outside the PAI premises.
   
6.6.

Hygiene standards

 
a. Maintain good hygiene standard at the PAI premises, including stables and exercise yards.
b. Ensure good personal hygiene practices, including wash and disinfect hands before attending horses, wear clean outer clothing and footwear exclusively for the PAI premises.
c. Use equipments that are solely for the PAI stables.
   
6.7.

Additional obligation

 
a. Fill in the record of each entry to PAI stable blocks.
b. Allow the Hong Kong Agriculture, Fisheries and Conservation Department authorized veterinarians to conduct necessary test(s), including blood sample collection, on the horses kept at PAI stables that show clinical signs of infectious diseases.
   
6.8.

Training, exercises and competition

 
a. Horses are permitted to undergo training and exercises according to pre-determined schedules at designated venues.
b. Competition is permitted during the PAI period under identical biosecurity measures as for training and exercises.
   
6.9.

Release from Post-Arrival Isolation

 
a. Horses are released from the PAI after 10-day Post-Arrival Isolation.
b. Inform the Hong Kong Agriculture, Fisheries and Conservation Department immediately if any abnormality is noticed after the PAI.
7.

Re-export arrangement (horses, horse feed and bedding material, veterinary drugs)

7.1.

Before departure

 
a. Work with the Hong Kong Agriculture, Fisheries and Conservation Department to fulfill the requirements of importing country, including health certification and phytosanitary certification.
b. Confirm with the official shipping agent of 2008 Olympic and Paralympic Equestrian Events about flight schedule.
c. Inform the Hong Kong Agriculture, Fisheries and Conservation Department at least two working days in advance about the departure schedule.
d. Assist the quarantine officers of Hong Kong Agriculture, Fisheries and Conservation Department to conduct inspection of the horses and complete relevant documents within 24 hours of departure.
e. Apply to the Hong Kong Department of Health through the Equestrian Company on re-export and disposal of veterinary drugs.
   
7.2.

Upon departure

 
a. Check the horses are safe and comfortable when transporting in horse floats to the Hong Kong International Airport.
b. Ensure relevant documents for import to destination country are traveling with the horses.
c. Assist in loading of horses into the air stables at the Hong Kong International Airport.
8.

Re-export arrangement (disability assistance dogs)

8.1.

Before departure

 
a. Work with the Hong Kong Agriculture, Fisheries and Conservation Department to fulfill the requirements of importing country, including health certification.
b. Arrange with shipping agent about flight schedule and to comply with flight guidelines.
   
8.2.

Upon departure

 
a. Ensure relevant documents for import to destination country are traveling with the dogs.
b. Ensure the dogs are safe and comfortable during flight.
