Illegal import of live birds seized at Sha Tau Kok
Tuesday, July 15, 2014

A spokesman for the Agriculture, Fisheries and Conservation Department (AFCD) said today (July 15) that 162 live birds which were being imported without valid health certification were seized by the Police at Sha Tau Kok Control Point.

The Police intercepted a cross-boundary bicycle arriving from the Mainland for inspection last night. On the bicycle they found 162 birds in seven cages, including 14 white-tailed robins, 91 yellow-breasted buntings, 47 Siberian blue robins and 10 endangered silver-eared mesias.

The birds seized, whose original source is unknown, have been sent to the AFCD's Animal Management Centre for observation after samples were taken for avian influenza testing.

A 36-year-old male was arrested. The case was handed over to the AFCD for follow-up action. An investigation is being conducted.

Under the Public Health (Animals and Birds) Regulations (Cap 139A), any person who imports live birds or poultry without a valid health certificate issued by the veterinary authority in the place of export is liable to a fine of $25,000 and forfeiture of such animals. Under the Protection of Endangered Species of Animals and Plants Ordinance (Cap 586) the import, export, re-export or possession of endangered animals and plants are subject to control under a licensing system. Any person found guilty of contravening the licensing requirements regarding an Appendix II species is liable to a maximum fine of $500,000 and imprisonment for one year.

The spokesman reminded members of the public not to bring live birds or poultry into Hong Kong without a valid health certificate or they might face prosecution.

For more information on the import of animals and to report smuggling cases, the public may call the 1823 Call Centre.
