Salary: $56,450 per month (NO contract gratuity)

The Agriculture, Fisheries and Conservation Department (AFCD) is inviting applications for the position of Senior Clerical Officer (Accounts) under the Post-Retirement Service Contract (PRSC) Scheme. Only retired civil servants / civil servants who are on final leave prior to their retirement meeting the following entry requirements are eligible for applying for this PRSC position. Resignees will not be considered.

Entry Requirements:
Candidates should be -
(1) retired Senior Clerical Officer (SCO) who have ceased active service in the Government of the Hong Kong Special Administrative Region for not more than three years as at the date of close of applications; or
(2) retiring SCO who are on final leave prior to their retirement as at the time of close of applications.

Candidates must have satisfactory performance and conduct in the most recent years of service in the Government. Candidates with SCO’s experience in Accounts field within the Government are preferable.

Duties:
Mainly deployed to –

(1) supervise and give on-the-job training to subordinates, and ensure the accounting and payment procedures are in compliance with Government regulations, circulars and instructions;
(2) check and authorize payment vouchers, confirm the submission of Payroll Input Forms, review the periodical reports from various Treasury Application Systems, monitor and follow up the operation of Deposit and Advance Accounts;
(3) assist in monitoring the operation of imprest for payment of salaries and related MPF contributions for contract staff;
(4) check and authorize (i) the autopay advices for payment of salaries for contract staff, and (ii) the cheques for MPF contributions;
(5) perform administrative work of Accounts Section including consolidation of various returns, acquiring office equipment and stationery; and
(6) perform any other duties as assigned by supervisors.

Working Hours:
The incumbent is required to work 44 hours gross per week (including one-hour meal break), may be required to work overtime. Actual working hours will be arranged by supervisors.

Working Locations:
The incumbent will be required to work in Cheung Sha Wan Government Offices, as well as premises / locations related to discharge of duties.

Terms of Appointment:
Applicants will be appointed on contract terms under the PRSC Scheme. The contract period is about 12 months. The actual contract period will be determined by the AFCD according to operational needs.

Fringe Benefits:
14 days paid annual leave; rest days, statutory holidays (or substituted holidays), maternity/ paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.

For pensioners taking up PRSC positions, the payment of their monthly pensions will be suspended under the pension legislation during the period of their PRSC employment, unless and until they have reached the applicable normal or prescribed retirement age specified in the relevant pension legislation; or except where the PRSC employment is a full-time job with a duration of no more than three months or a part-time job with conditioned hours of no more than 24 hours per week. The “24 hours per week” also serves as an overall ceiling for a pensioner with two or more concurrent part-time jobs with the Government.

(1) Applications should be made on G.F.340 (Rev. 7/2023) and “Supplementary Information on Related Work Experience” (“Supplementary Information”) and be submitted or by post to the enquiry address shown below. Please specify on the envelope “Application for PRSC SCO(A)”. The post mark date on the envelope will be regarded as the date of application. Incomplete applications and/or applications without the “Supplementary Information” will not be accepted.

(2) The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023. Candidates who make applications on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form (G.F. 340 (Rev. 3/2013)), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.

(3) Application Forms (G.F. 340 (Rev. 7/2023)) are obtainable from any Home Affairs Enquiry Centres of the Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The form can also be downloaded from the Civil Service Bureau's web site (http://www.csb.gov.hk).

(4) Applicants should ensure that the correct address is clearly printed or written on the envelope and sufficient postage is affixed before posting so as to avoid unsuccessful delivery of application. Any underpaid mail items will be returned or disposed of by the Hongkong Post.

(5) Candidates who are selected for interview will normally receive an invitation in four weeks from the closing date for applications. Those who are not invited for selection interview may assume that their applications are unsuccessful.
