Marine Fish Culture Licences and Use of Government Cages in Mirs Bay (South) Fish Culture Zone Open for Applications

 

Background

To further promote and assist fishermen in switching to modern and sustainable operations, the Agriculture, Fisheries and Conservation Department (AFCD) has designated four new fish culture zones at Wong Chuk Kok Hoi, Mirs Bay, Outer Tap Mun, and Po Toi (Southeast). These new fish culture zones are situated in open waters with better currents, making them suitable for the adoption of modern aquaculture facilities and technologies, such as strong wind and wave-resistant steel-truss deep-sea fish cages or high-density polyethylene (HDPE) deep-sea cages, combined with automated feeding and real-time monitoring systems. To lower the start-up cost for fishermen (especially for the capture fishermen interested in switching to the sustainable aquaculture operations), AFCD will set up two sets of modernised steel-truss deep-sea cages and three sets of HDPE deep-sea cages in the Mirs Bay (South) Fish Culture Zone in phases by the end of 2025. The deep-sea cages will be provided to local fishermen associations through licence agreements to help capture fishermen meet new challenges and assist the industry in switching to sustainable development or high-value-added aquaculture practices.

Event Details:

AFCD will hold a briefing session on 17 July 2025 to introduce the application process and licensing requirements of marine fish culture licences and the use of deep sea cages.

Submission of application

The applicants shall provide a detailed business plan in support of their applications. The business plan shall clearly demonstrate a sustainable mariculture business and to demonstrate the eligibility for using government cages as well as the compliance with the relevant environmental protection and mitigation measures.
