Marine Fish Culture Licences in Mirs Bay Fish Culture Zone Open for Applications

 

Background:

 

To further promote and assist fishermen in transitioning to modern and sustainable operational models, the Agriculture, Fisheries and Conservation Department (AFCD) has designated four new fish culture zones at Wong Chuk Kok Hoi, Mirs Bay, Outer Tap Mun, and Po Toi (Southeast). The new fish culture zones are situated in open waters with better currents, making them suitable for the adoption of modern aquaculture facilities and techniques, such as strong wind and wave-resistant steel-truss fish cages or high-density polyethylene (HDPE) cages, combined with automated feeding and real-time monitoring systems. Persons interested in operating in the Mirs Bay fish culture zone may consider applying for marine fish culture licences through funding from the Sustainable Fisheries Development Fund (SFDF) or self-financing, and develop mariculture businesses.

 

Briefing Session Details:

 

AFCD will introduce the application process and licence requirements for the marine fish culture licence in a briefing session on 13 February 2026.

Submission of Applications:

 

The applicant shall provide a detailed business plan in support of the application. The business plan shall clearly demonstrate a sustainable mariculture business and demonstrate the compliance of the deep sea cages and the business with the relevant cage requirements as well as environmental protection and mitigation measures respectively as provided in the application form.
