Plant Import

Plant Import Licence

In order to avoid unnecessary delay in customs clearance of plants on arrival, importers are advised to obtain a Plant Import Licence from this department prior to order for shipment of plants.

If the plant to be imported is subject to the control of the Animals and Plants (Protection of Endangered Species) Ordinance, applicant should comply with the requirements of the Ordinance.

Application for Plant Import Licence can be made in writing or in person to the Agriculture, Fisheries and Conservation Department, Plant & Pesticides Regulatory Division, 5/F., Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon.

Applicants are required to complete an application form obtainable from the above office to provide full details of the followings :-

Name & address of applicant Type of growing medium (if any)
Telephone no. Exporting Country
Common name of plant(s) Exporting Nursery or Company
Botanical name of plant(s) Means of Conveyance
Quantity to be imported Expected date of arrival
Purpose of importation Declaration of Wild or Artificially Propagated Plants

If application is found to be in order a Plant Import Licence will normally be issued after 2 working days from receipt of the application.

No fee shall be charged for an application and for the issue of a Plant Import Licence.

Upon receipt of a Plant Import Licence applicants should pay particular attention to the conditions specified in the licence and ensure that such conditions are fully complied with when the plants are imported into Hong Kong.

No Plant Import Licence or Phytosanitary Certificate will be required for import of the following items:-

  • Cut flowers,

  • Fruit & Vegetables for consumption,

  • Grains, pulses, seeds and spices for human or animal consumption or for industrial use,

  • Timber and timber products including rattan and bamboo,

  • Dried tobacco and manufactured articles incorporating dried leaves,

  • Plants produced in and imported from any place in China outside Hong Kong.

Soil (including earth, sand, clay and peat) is prohibited for import except from any place in China outside Hong Kong..
