Wood Packaging Material

Under the Plant (Importation and Pest Control) Ordinance, Chapter 207 of the Laws of Hong Kong, it is not required to apply to the Agriculture, Fisheries and Conservation Department for a Plant Import Licence nor to present a Phytosanitary Certificate issued by the plant protection authority in the place of export for the importation of wood packaging material into Hong Kong Special Administrative Region. However, importer must ensure that the importing wood packaging material is free from plant pests and soil. Plant Health Inspectors of this Department and Authorized Officers may inspect the importing wood packaging material at points of entry.

On the other hand, the International Plant Protection Convention has issued an International Standards for Phytosanitary Measures - Revision of ISPM No.15: Regulation of Wood Packaging Material in International Trade 2009 to reduce the risk of introduction and spread of quarantine pests associated with wood packaging material in international trade. A number of countries including Mainland China have adopted the guidelines. Please take note of the importation requirements on wood packaging material imposed by overseas countries and the Mainland China.
