Updated Quarantine Arrangements for Dogs and Cats from the Mainland (Effective from 3 June 2025)

Starting from 3 June 2025, the import requirements and quarantine arrangements for cats and dogs imported from the Mainland will be revised:
- The Mainland will be included into Group IIIA countries/places.
- The quarantine period for cats and dogs imported from the Mainland will be shortened from 120 days to 30 days upon arrival in Hong Kong, provided that all relevant import requirements are met.
Animal Health Certificates
For import of dogs and cats from the Mainland, a specific animal health certificate has been mutually agreed with the General Administration of Customs of the People’s Republic of China (GACC) which must be issued by a government veterinary officer. To ensure compliance with the import requirements, it has been agreed with the Mainland authorities that Shenzhen Customs will be responsible for issuing the relevant animal health certificate during the first phase of implementation.

Recognised Rabies Antibody Testing Laboratories
Rabies Neutralising Antibody Titer Test (RNATT) for cats and dogs imported into Hong Kong must be conducted at a laboratory recognised by AFCD. The number of recognised laboratories in the Mainland has been increased to four.

Designated Land Border Control Points
During the first phase of implementation, dogs and cats imported from Shenzhen by land must enter Hong Kong through one of the following control points:
- Shenzhen Bay
- Lok Ma Chau
- Heung Yuen Wai
Please ensure the chosen entry control point is clearly specified on the application form (AF301) during submission. The animal must arrive at the specified border control point in Hong Kong between 9:00am and 5:00 pm.
