Proposed Coastal Protection Park at Tsim Bei Tsui, Lau Fau Shan and Pak Nai

The Northern Metropolis Action Agenda 2023 (click here) proposed to study the establishment of a Coastal Protection Park (CPP) at Tsim Bei Tsui, Lau Fau Shan and Pak Nai, with a view to protecting the coastal ecosystem and biodiversity, preserving the natural landscape of Deep Bay coastal areas with oyster culture, and serving as a quality outdoor eco-recreation space leveraging the rural characteristics and unique scenery.

 

CPP Objectives and Proposed CPP Boundary

The proposed CPP is envisioned to become an important Coastal Landscape Ecology Corridor with emphasis on ecological conservation and landscape value. The development of the proposed CPP will be based on the following objectives:

 

The proposed CPP covers a total area of approximately 2,370 hectares, comprising about 120 hectares of landside portion and 2,250 hectares of seaside portion.

 

Initial Conceptual Design and Management Plan

To facilitate effective management, three broad management zones are proposed for the CPP, namely Biodiversity Conservation Zone and Oyster Culture Heritage Zone on the seaward side, and Eco-Learning and Discovery Zone on the landward side.

 

The proposed activities and visitor facilities for the proposed CPP are illustrated in the figure below. Further details on the initial conceptual design and management plan of the proposed CPP are provided in the Proposed CPP Concept and Management Plan.

 

Public Engagement

Public engagement for the Project is held from May to July 2026 to introduce the proposed CPP proposal and solicit public views. A series of briefing sessions is being held with the relevant stakeholders.

Members of the public are also invited to submit feedback or comments on the proposed CPP proposal by email at myviews_cpp@afcd.gov.hk on or before 31 July 2026.
