Leisure Mariculture Rafts

Since 2002, the Agriculture, Fisheries and Conservation Department (AFCD) has been allowing licensees to open recreational fishing businesses on their mariculture rafts. Mariculturists with a valid Recreational Fishing Consent Letter may sell specific food and beverages on their mariculture rafts provided such activities do not affect fish culture operations or the environment within designated fish culture zones. The permitted items include pre-packaged pre-cooked dim-sum, cup noodles, pre-packaged snacks, pre-packaged or bottled non-alcoholic beverages, etc. Microwave ovens and electric kettles are allowed to be equipped on the mariculture rafts for visitors' uses.

To promote the diversified development of the industry, AFCD launched “Fish enJoy” Scheme in September 2025. Mariculture farm with a valid recreational fishing consent letter may gradually transition into a “Fish enJoy” fish farm. Under the Scheme, mariculturists would be permitted by the Director of Agriculture, Fisheries and Conservation to provide leisure activities as their ancillary business, and enrich the fisheries experience for the locals and tourists.


Eligibility for Application
Applicant must be a holder of a valid Marine Fish Culture Licence, and shall either be a holder of a valid recreational fishing consent letter, or in the process of renewing/ applying for a new recreational fishing consent letter.

How to Apply?
Before submitting their application, the applicant should discuss the application with the corresponding team leader of their fish culture zone. Interested mariculturist should mail or submit in person the completed application form (obtainable via the link below, or the address below when visiting in person, Traditional Chinese version only) and all other required documents to the address below.

Note to Visitors
At present, mariculture rafts open to visitors for leisure fishing are located in 10 fish culture zones across Hong Kong, including:

Yung Shue Au
Kai Lung Wan
Kau Sai
Ma Nam Wat
Tai Tau Chau
Sok Kwu Wan

 

Visitors should look for rafts allowed to conduct recreational fishing. These rafts should have the following distinctive features:

When fishing on these rafts, visitors should follow the Code of Practice for recreational fishing and refrain from conducting activities that apparently or very likely affect the surrounding environments or mariculture operations in any way. These include, but not limited to, cooking, barbecuing, littering, polluting the water, conducting other water sports, making excessive noise, use of net, trap or chum bait and conducting activities outside the authorized area.
