Invitation for expression of interest (EOI) in the application for marine fish culture licences in new fish culture zones

Background

To further promote and assist fishermen in switching to a modernised and sustainable mode of operation, the Agriculture, Fisheries and Conservation Department (AFCD) has designated Wong Chuk Kok Hoi, Mirs Bay, Outer Tap Mun and Po Toi (Southeast) as four new fish culture zones (FCZs).  The new FCZs at Wong Chuk Kok Hoi and Mirs Bay were commissioned in December 2023 and will formally come into operation at a later stage.

The AFCD now invites submission of expression of interest (EOI) in the application for marine fish culture licences in the new FCZs.  The purpose of the invitation is to obtain feedback from the fisheries industry regarding operation in the new FCZs, including their preliminary mariculture business plans, the preferred categories of deep-sea cages, the mode of operation and the scale of business, so as to facilitate formulation of the licensing arrangements for the new FCZs in a way that best meets the actual needs of the industry and fully utilises the aquaculture potential of the new FCZs.

The EOI is non-binding.  When the AFCD officially invites marine fish culture licence applications in the new FCZs, an interested party shall submit an application for a licence in accordance with the Marine Fish Culture Ordinance.
