... 漁農自然護理署處理流浪牛政策的背景資料 以往，本地農民廣泛以黃牛和水牛作為耕牛，協助種植水稻。隨着過去數十年香港經濟迅速發展，本地農業經歷巨變。在二十世紀七十年代之後，本港稻米種植逐漸式微，農民不再需要耕牛，並把牠們遺棄。這些被遺棄的牛於野外繼續生存繁衍，並發展成為今時今日的流浪牛群。  黃牛：遍及全港多區，在鄉郊和郊野公園中特別常見。 水牛：多見於本港濕地。 如果不採取任何控制措施，流浪牛的數目將會無止境地增加。由於野外資源有限，部分流浪牛從原來的棲息地逐漸向市區遷移，繼而對公眾造成滋擾。本署不時接獲公眾有關流浪牛造成滋擾的報告，包括因牠們隨處便溺而造成環境衞生問題，在公共道路上遊蕩引致...
