Updating the Hong Kong Biodiversity Strategy and Action Plan (BSAP)
Public Consultation Period: 12 May 2025 – 11 July 2025
In view of the latest developments in global and regional conservation initiatives, as well as considering the current local situation and conditions and opportunities in the national context, the Government is updating Hong Kong’s Biodiversity Strategy and Action Plan (BSAP).
The updated BSAP will strengthen Hong Kong’s position in biodiversity conservation and sustainable development. It will also leverage resources and involvement from various sectors in our community, and contribute to the conservation efforts locally, in the Greater Bay Area and the China National Biodiversity Conservation Strategy and Action Plan (2023-2030) (NBSAP 2023-2030).
To guide the next phase of the BSAP, we have identified four strategic focus areas: “Nature Conservation”, “Deepening Mainstreaming”, “Capacity Building” and “Collaborative Partnering”. For more about the proposed updates to Hong Kong’s BSAP, please refer to the public consultation document.

Invitation for Submissions
The BSAP encompasses a wide scope and touching upon various fronts of our community, from land to sea to every aspect of urban operations, and is thus inherently relevant to every one of us. Whether you are a student, employee or retiree, we welcome your valuable opinions and suggestions on further taking forward biodiversity conservation in Hong Kong. Your views would contribute to the updating of the city’s BSAP.
By putting our heads together, we can jointly forge a practical blueprint that guides Hong Kong’s sustainable development as a liveable and green city.

We may, in future discussions or in any subsequent report, refer to and attribute views submitted by all sectors of the community in response to this consultation document and disclose the name of respondents. Nevertheless, you may request that all or part of your views and identity be treated in confidence; otherwise, we will assume that such information is not intended to be confidential.
