Updating the Hong Kong Biodiversity Strategy and Action Plan (BSAP)

In view of the latest developments in global and regional conservation initiatives, as well as considering the current local situation and conditions and opportunities in the national context, the Government is updating Hong Kong’s Biodiversity Strategy and Action Plan (BSAP).  A two-month public consultation was conducted from 12 May to 11 July 2025.

The updated BSAP will strengthen Hong Kong’s position in biodiversity conservation and sustainable development. It will also leverage resources and involvement from various sectors in our community, and contribute to the conservation efforts locally, in the Greater Bay Area and the China National Biodiversity Conservation Strategy and Action Plan (2023-2030) (NBSAP 2023-2030).

To guide the next phase of the BSAP, we have identified four strategic focus areas: “Nature Conservation”, “Deepening Mainstreaming”, “Capacity Building” and “Collaborative Partnering”. For more about the proposed updates to Hong Kong’s BSAP, please refer to the public consultation document.

This document sets out four strategic areas for the next phase of Hong Kong’s BSAP, as well as suggestions on the actions to be considered in the next decade and beyond, with a view to further reinforcing biodiversity conservation and sustainable development in Hong Kong, and supporting new national and global initiatives.
